Not by default. Microsoft CSP licences bought through FirstNet are designed for your organisation's own use. If you plan to host services for third parties, talk to FirstNet first so it can review licensing eligibility before you buy.

Microsoft's licensing terms distinguish between software your own staff use and software you use to provide services to other organisations. Hosting for third parties is usually covered by separate service-provider licensing arrangements, so the right answer depends on what you are hosting and for whom.

When you raise it, FirstNet captures your current agreements, the workloads involved and who will use them, then confirms which licensing route fits. Getting this right up front avoids compliance problems at audit time.
