Short answer
FirstNet runs the service. It deploys each security platform, sets and tunes policies, monitors it and handles changes through its Rapid Response support desk. Where a customer specifically needs hardware or licences only, FirstNet can supply them, but that is quoted separately from its managed services.

What running the service means in practice:
- One contract, one support desk and one team accountable for outcomes
- Policy tuning is ongoing, not a one-off setup task
- FirstNet escalates directly into Sophos, Mimecast, Fortinet, Cloudflare and Netskope, so you do not manage vendor support queues
- You keep ownership of your data and configurations
Some services offer a choice of operating model. With Netskope, for example, you can buy licensing only, have FirstNet deploy and hand over, co-manage the platform with FirstNet, or have FirstNet run it as a full managed service, with the split of responsibilities agreed upfront. FortiGate hardware and Fortinet licences can also be bought separately, but that is not FirstNet's Firewall as a Service.
